ABDO: from ambition to demonstrable resilience
About the clients
Several organisations that wanted to join the defence supply chain faced the same challenge: how do you translate ambition into a demonstrable security level that meets the ABDO requirements?

The challenge
ABDO (General Security Requirements for Defence Contracts) is the standards framework that determines whether an organisation is eligible for defence contracts. Without demonstrable compliance, participation is ruled out. In practice, we see that this process is often underestimated. Hidden compliance costs are not taken into account in time, which can make projects loss-making. At the same time, guidance from the MIVD/BIV is limited by capacity shortages, so organisations largely have to take control themselves.
Our approach
Proximities guided several clients through this process. The approach consists of three fundamental steps:
- Context and threat assessment. Mapping the interests to be protected (Te Beschermen Belangen, TBBs) and analysing relevant threats and their impact. This provides a risk-prioritised starting point for the process.
- Baseline security audit. Comparing the current situation with a realistic pre-ABDO security level, focused on effectiveness in practice rather than on checklists.
- Security Risk Framework (SRF). Developing a framework that is workable and demonstrable. The SRF secures roles and responsibilities, compliance measurements and escalation lines, and includes practical tools such as policy templates and awareness elements.

The outcome
With this approach, several organisations moved from ambition to a demonstrable path towards ABDO compliance. In every case, this led to:
- No surprises during external assessments
- Faster decision-making
- Structural strengthening of the protection of people, information and operations
Why it matters
ABDO is not an administrative formality but a touchstone for structural resilience. Only an integrated approach lays a solid foundation for continuity. That means starting with a clear picture of the interests to be protected and the threats, comparing current practice with realistic standards, and translating those insights into a Security Risk Framework that structurally embeds policy and behaviour.
Only in this way do you achieve demonstrable compliance and lasting resilience.
